Ball on the Bridge

 Dale hit her ball into the long grass in the hazard on #1 and the ball came back toward her and finished on the bridge - talk about lucky!!  (We re-enacted the scene for the picture on #8).

What's the ruling? How should she proceed?
The ball is actually in the hazard - if the bridge weren't there, where would the ball be? If she were back on the cart path, not in the hazard, it would be a free lift. Here, however, she may play from where the ball is (as she is doing in the picture); or take it back with a penalty of one shot, keeping that spot between her and the flag. And this is the only time when you are allowed to ground the club in a hazard while taking your stance.
